Public Program is a type of training session which attended by lot of participants from different company/background into one class session. Clients usually sends 1-3 participants to attend public training as the amount of participants requires specific course are low. If you have more than 5 participants to attend a training, we might suggest you for an in-house training

What HRDF / HRD Corp does

HRDF is designed to:

Help employers train and upskill their employees

Provide financial assistance (levy grants) for training programs

Improve the overall quality of the Malaysian workforce. Employers contribute to the fund, and then they can claim back money to cover training costs.

Who needs to contribute?

Not every company is required—only certain employers must register and contribute:

10 or more Malaysian employees → Compulsory

5–9 employees → Optional registration, but encouraged.

Contribution rate

Typically 1% of monthly wages for each Malaysian employee

Some smaller or optional employers may contribute 0.5%.

Non-compliance can result in penalties.

⚠️ Penalties for Non-Compliance

Failure to contribute may result in:

Fine of up to RM20,000

Imprisonment up to 2 years, or both

Additional late payment interest (up to 10%).

If you don’t use it (no training claim) within that time:

The money can be forfeited (burned / taken back)

Only a minimum balance (usually RM10,000) may be kept.
